So was everything Lenin, Stalin, and Mao did. Theoretically it was preparation to eventually transition to communism after the overthrow of the vanguard. So far Russia has transitioned to fascism and China to capitalism. They’ve been as bad or even worse than the straight capitalists in some ways. Not a defense of capitalists. They’re both part of the problem.
