I mean, the IDF aggressively patrols the waters off of Gaza so anybody trying to surf is going to get harassed at best and imprisoned/tortured at worst (with being killed somewhere in the middle?).
This has gotta be the first genocide in history where the side doing the genocide is convinced they’re being genocided.
