They pretty much ripped it off wholesale from Mimimi’s games, which were inspired by Commandos. They even seem to use the same button layout. And I’m not upset about this. Those games were great. If you want to play Commandos-but-feudal-Japan, Commandos-but-Cowboys, or Commandos-but-ghost-pirates, I’d highly recommend Shadow Tactics: Blades of the Shogun, Desperados III, or Shadow Gambit: The Cursed Crew, all of which have this mechanic and play like great modernized versions of Commandos.
The “command mode” / tactical pause is a game changer (literally).
