This is an interesting but sad story. There needs to be criminal consequences for fraud on both sides. If the insurance company wants adjusters to be blatantly fraudulent it should pay enough they are willing to do prison time for the company.

The same as if someone committed arson to get an insurance payment. Fraud is fraud
