O, yeah. This is absolutely one of the things I would have thought was cool as fuck as a kid. Then as an adult questioned why the hell I was taken there for vacation.

Any fan pushing out is also causing air to pull in somewhere else. The inverse is also true. Setup all your fans in the same orientation (ex: all blowing out or all blowing in) and have the other windows in the house open as well.
For maximum effect, have the cool air first coming into a room (or rooms) you are in or most want to cool down. As that will give you the most pronounced, direct effect.
It is also generally helpful to make sure the air has to travel through several rooms in its journey. If it is coming in a window, and leaving from another window in the same room, most of your house will get nothing.
You can also run your home’s HVAC on fan mode to distribute air more, if you are having troubles with certain areas of the house. Also remember bathroom vents can help out, too.

In what way? Them coming out more than expected? That isn’t a new thing, in fact I would say it is the norm for basically all contracts, and not just military ones.

I’m assuming they are targeting specific parts of the substation. Is it the items in boxes that tend to be the more sensitive/harder to replace components? I know some of them are filled with coolant, which is (often?) flammable.
You create as many as is appropriate for the story. If you are picking the race of characters for any reason other than the story itself, you are sacrificing the quality of the story.
There are some practical concerns if your story is turning into a film. If you are filming in China you are probably going to have a lot of Chinese, if you are filming in Kenya, you are probably going to have a lot of Kenyans, if you are filming in Germany, you are probably going to have a lot of Germans, etc, etc.
Code should absolutely speak for itself. But the occasional comment is still good to explain the ‘why’ of the code when the why isn’t very obvious, often due to a niche requirement. Also any time you have to break out a hack, that needs comments up the ass, what was the bug, what URL did you find the fix at, why does this hack work, etc etc. It’s very satisfying to go back and remove those hacks after they are no longer needed, often because the underlying technology fixed the bug that had to be hacked around.
They have been dumping money into war production; works amazing for a few years. However, all that money and labor isn’t getting invested into the future of the country, it is getting invested into equipment and people to be blown up in Ukraine.

I just happy I can finally make things like the Diverging Diamond interchange and the Cloverleaf interchange. Sure, you could do them before, but without elevated track such interchanges went from A+ to highly inefficient.

From what I can tell this looks like a strap-on cruise missile system for previously-existing dumb bombs. If that is the case, they certainly have the capability of being produced fairly cheaply and in large numbers.
