Edit: I think I merged two stories together here. I remember a guy discovering the traffic lights in his town were rigged to get more people to run red lights and therefore give the police more tickets. Guy went through every legal channel and they told him to forget about it and then ruined him when he refused.
He tried to kill several people with his firearms, but the cramped design of the dozer meant he couldn’t aim effectively.
