I misunderstood it too; thought it meant that Zelensky chose to meet with Putin rather than the UN chief.

OK, I think I get it now. I think maybe it just needed some commas or other punctuation or something. So Zelensky rejected a visit from the UN person, because that UN person met with Putin?
